When I enter Copper Coronet for the first time Hexxat is not there.

As in the title. I even found screenshots that show where to find her, but she's not there. I thought maybe something happened and I didn't have new characters at all, but Rasaad is in Treadmeet and joins the team without problems. Does Hexxat ALWAYS appear in Copper Coronet or only day/night/evening? Do I have to do some other quest first? FYI: I haven't installed any mods/patches.
