Reputation is broken for neutrals

in BGII:EE Bugs (v1.2.2030)
I hit reputation 16, and Jaheira and Yoshimo complained (like they would have in the original pre-EE versions). This does not match the behavior listed in the new manual, nor does it match BG1:EE. (Personally, I thought that the pre-EE interpretation made more sense, but at any rate it's inconsistent as it currently stands.)
