*BGII:EE SPOILERS* An NPC in one of the Windspear Areas behaves incorrectly.

On the second level of the dungeon, near where the Adamantite Golem is located, there are three NPCs: Captain, Gerg, and Troll. As you approach they converse, at the end of which two of them run away as the third (Captain) attacks them. It is intended that this NPC will turn on the party once the two NPCs have escaped; Captain has, after all, transformed into a werewolf.
What actually happened for me was that he did not go hostile to my party. The first time I talked to him he repeated his first line of dialog from the conversation with the other two NPCs ("Fools! The master will brook no ..."). Subsequent attempts to converse with him result in "Captain-has nothing to say to you.".
Ideally, when the other NPCs have disappeared he should become hostile to the party. Alternatively, he could instead become hostile to both the NPCs and the party when he changes form.
Update: When I attacked him, he still did not become hostile. This made defeating him trivial. This NPC should be fixed.
