Opcode Question: Codes 233 and 282

Originally, spells like Spell Deflection used Modify Script State (282) and would set the value scripting state 161 to a 2 but now I discover that it uses Modify Proficiencies (233)--in fact, it uses it three different times--and will set the number of stars for extra/unused proficiency 116 to 2. Is this change correct? Is this the code that this spell should be using? Was this change made because of some problem with 282 or because 233 works better? There must be something of which I am unaware if this is the case.
I was using some scripts that would check the types of protections an enemy mage had and then correctly use Secret Word, Khelben's Warding Whip, Spellstrike, Breach, etc. to remove those protections.
