can't find raseed

in BGII:EE Bugs (v1.2.2030)
I talked to the two monks now he doesn't show up and i walk around trademeet and look for him this was in chapter 1now i am in chapter 3 and he still has yet to show up

    How did you get to Trademeet in chapter 1?

    I talked to the guy at bridge district and he told me of the prolbems they where having and he put it on map it may have been chapter 2

    Well, I can tell you that in my game he's near the central fountain, south of the entrance to the smithy. He was originally southwest of there, nearer to the Temple, but relocated there after his confrontation with the monks ended.
