    Yes, NPC exp level varies depending on Charname's exp level when Charname first visit the NPC. Dont worry about exp anyway. Endgame SOA can be comfortably achieved at levels 10-12. ToB throws you so much exp that you your underlevel NPC will be at par in no time.
