    Pretty sure that level 1 bard song (Haer'Dalis is a blade, so his song doesn't improve) increases morale but doesn't actually prevent fear effects. Fear effects ignore moral so his song does nothing. The manual doesn't say how level affects bard song but the blade kit indicates that it does... Some of the documentation in this game is lacking, sadly.

    The EE bard song is supposed to improve morale, remove fear, and help resist fear, so it should have helped reign in Minsc in this example. I've had no problem using this feature with my own bards in BG1, but I haven't tried them in BG2, so I'm not sure if this is a BG2:EE specific issue, or if it's something to do with either Haer'Dalis specifically, blades in general, or dragon fear. In any case, my own experience is that even at very low levels the vanilla bard song is quite effective against fear, so this really does sound like a bug of some sort, assuming Minsc was in range, anyway.
