Red cloth kidnapper

in Baldur's Gate II: Enhanced Edition
I haven't played bg2 for a few years but iirc the red cloth guy is supposed to be standing next to a house at the south entrance to the bridge district. However he isn't showing up and the house that he runs into is barred.

Anyone have an idea on how to proceed?
