Equipped items not working

in BGII:EE Bugs (v1.2.2030)
Hello, I have a noob question regarding equipped items not working when leaving/entering a new area. The items stay on (boots, cloaks etc.) but won't work. Anyone else encounter this when playing?

Also, I can't seem to find the download/installer link for Patch 1.2.2030. Any help or guidance would be appreciated.
