in Baldur's Gate II: Enhanced Edition
Was wondering...if I decide to solo for a bit and then sayyy encounter Dorn for the first time, will he be the same lvl as my char ?

    Each NPC has several creature files, so to an extent yes, once you reach a certain level then the next creature file in the list will be used and so on and so forth.

    In SoA you can encounter Dorn at levels 8, 9, 10 or 12.
