Can't Advance Xzar's quest with Harpers

On my way through the dock's district I cleared Prebek's house of the wizards and goblins. Now that I am tasked to clear the house to gain entry to the harper's house, Rylock is refusing to acknowledge that there is nothing in the house to kill anymore as I've already killed them all. The quest will not advance from there because of this.

    I've done this quest 3 times now with no problems. Reload an earlier save and try again, it may just be a one-time problem.
