Missing weapon proficiencies

PC's and NPCs' character sheets both have blank spaces under weapon proficiencies. All TACHO rolls are facing penalties due to this (for example Minsc faces a +2 to TACHO penalty for using a two-handed sword, Coran for using a long bow, etc.)

Players should have all previously obtained proficiencies and no penalties should apply.

Most likely it's the known bug with the Luck spell: http://forum.baldursgate.com/discussion/23259/6941-casting-luck-spwi209-spl-should-not-remove-the-target-s-weapon-proficiencies
