Where is Biff the Understudy?

If you do the thief stronghold quest with Neera in your party there is quite a bit of banter between Neera and Edwin. However the room in which Edwin is standing is not a "you must gather your party..." zone. This makes it possible to leave Neera outside. If you you do that the dialog with Edwin will just fail when it reaches those lines and you can't restart it, potentially breaking the quest. In bg1 errors like this were solved by the always hilarious Biff the Understudy appearing and speaking the missing characters lines. This doesn't happen here, so where's Biff??

    Biff can be found in the bridge district in the five flagons, doing what he does best

    @OlleDenStore: I'm going to crutch for a second on you: Do you happen to have a saved game you can post up with Neera in the party ready to talk with Edwin?

    It's not that I can't get to that point to re-produce it, it's just if you happen to have something close, that'll save me a HECK of a lot of time to test this. :)

    @Illydth I just remembered I uploaded an old save in another post and that one was good, so here :)
    PC is on the floor with Edwin and Neera is right outside the door on that floor. Let me know if you can't reproduce it because I'm using the more interjections component from bg2tweaks and that might also be what's causing it.
