Does Dispel Magic work the same as in BG2?

I seem to recall that, in BG2, Dispel Magic was supposed to have a chance of success per effect relative to the caster's level vs. the defender's level, ie. a level 10 caster versus a level 10 defender would have a 50% chance of success, but the game was bugged such that being a lower level than the caster you were attempting to dispel would result in almost a guaranteed failure. As such, Dispel Magic was almost useless, since most casters in BG2 are a higher level than the party.

Simple question: is this still true, or was it changed? Or alternatively, am I just insane? It's been a long time since I played BG2, I may be entirely mistaken.
