Tellan [Bug?]

I have run into Tellan inside of the Ice Labyrinth. From everything I have read (and remember), he should attack no matter what I say, yet if I choose dialogue options 2-2, he does not attack and instead starts walking around in a confused-like manner (remaining blue). Is this supposed to happen?

    Is this the gnome? If so, he will follow you to the end and help you, but when you try to escape with the cloak he will turn hostile and attack you. FYI his only help is he throws darts, he says he will save his spells in case you decide to betray him.
