I don't think she can get to mage level 9 if you dual her at thief 7.
Unless you are doing it to be super-strict about canonical RP, (in which case u need to Dual-class her at lv7), then it's best to not dual-class Imoen at all in BG EE, especially if you do not have another thief in your party capable of disarming traps. (You need at least one character with 100 in Find Traps).
It really depends on if you have another thief handy or not. If you don't, I'd suggest waiting until she's up to 100 in both Pick Locks and Find/Remove traps. But if you do... heck, in my next run I'm planning to finally try a Swashbuckler, and Immy's gonna be a mage at level 2.
well the max she can go is level 7 thief any higher and your mage level will not surpass, you can grow your thief to level 6 and have mage hit 9, or have your thief hit 7, and mage hit 8, I've done both, both are great ( and this was the vanilla version where I have done both, so EE would be even better) although leaning a little bit more towards thief 6/ mage 9 would probably be better, having that level 5 spell does come quite in handy

This all depends on the party's makeup and what the OP's long-term goals for Imoen are, though.
