What cloak does he wear, as far as I recall he doesn't have one. Or if you mean the cloak animation on his model, then no. You can switch your avatar to Drizzt's, but you can't remove the cloak.. it's part of Drizzt's animation and not a separate 3d item.
It's not possible to add the cloak to character models. The engine runs on sprites, series of 'drawings' that make the characters do things. If you would want to add the cloak to a character, the developers would need to add it to every frame of that character, over 200 of them. And seperately for every armour.
3D models from later games can have all that animation done automaticly. But not Baldur's Gate.
