BG2EE: Remove new characters splash screen.

I think it's kind of annoying, running throught the "new characters" screen every time I boot the game.

    Yes! Burn it! This can not be allowed, the drow dies! By the fire of Beshaba, burn!

    Oh yes.. same goes for splash screen.

    I think there are going to be more DLCs in the future, so the screen is there for that reason.

    Don't turn it off forever since they need to advertise, just have the option "never see again" as they did in the original Shadows of Amn for the intro paragraph
