Text scrolling after releasing the mouse

Current behaviour:
1. Talk to people in-game until you have a few pages of console text.
2. Click and hold on the top arrow of the scrollbar until the text starts auto-scrolling up.
3. Move the mouse away from the console and release.
4. The text goes on scrolling indefinitely.
Expected behavour:
Releasing the mouse should stop the scrolling.
