Firstly, only Fighters get bonus APR from specialisation. Its the same for Swashbucklers who can specialise, but don't get the APR bonuses.

Secondly, Haer'Dalis' ++ in Shortswords/Longswords is illegal, its a specific perk of his character that nobody else can get (as a Blade). He always has the ++ in Shortswords, but if you recruit him later he also gets the same bonus in Longswords (I think at level 15 or so). I guess its another bonus of picking him up late.

that sucks i alwya's think that 2* gives 1/2 atack per round no mater the classes. in other word you get only +1 traco and +2 dmg for encouragement in those weapons.
I suppose that it means you best join him on SOA at level 15

    Any way thanks for post

For additional APR your best bets are Belm (+2 scimitar), the Scarlet ninja-to +3 or Kundane (+2 shortsword) as all have bonus attacks and so make for great offhand weapons.

As @Eudaemonium says, only fighter classes (inc. rangers, barbs and paladins) get bonus attacks from specialisation.
