Monk AC bonus is stacking with "Set Base AC to X" spells / items

Rasaad AC bonus from his monk class stacks with bracers or spells that set AC to a set amount.
This wasn't the way it used to work in Vanilla :
Monk AC bonus was considered as a "Set Base AC" rather than an AC bonus
IE : a Monk with a +4 bonus to AC due to his level had base AC 6.
If he donned bracers of Defense AC 6, his AC wouldn't change.
In BG:EE, both stack with each other, letting monks attain some ungodly low AC (Bracers AC3 + a monk level 20 that has Dex 18 will get AC-12, where its AC should be -5.
