Windows tablet view-panning functionality

The only thing that prevents playing BG: EE on a Windows tablet, that I have run into, is the inability to pan the viewport due to the lack of a mouse. If there could be options-toggled arrows placed on each side of the viewport, then playing on a Windows tablet would be a breeze.

Incorporating this simplistic feature would enable many more people to play BG: EE and provide Overhaul with additional revenue, for virtually no added effort.
