Make creature factions more moddable

This is a remnant of my concern about oddball creature alliances that don't make sense- like ogres and spiders, bandits and vampire wolves, xvarts and xvart-eaters (lol... so silly... nothing would stoop to eat a xvart!)...

As @Galactygon put it on reddit:
'It would be nice if EA enemy-neutral-controllable ally-non controllable-ally relationships would be externalized in a .2da table. There would be no need to use another FACTION slot (as in PS:T) because factions would be embedded by creating multiple EA entries and tinkering with their allegiance relationships.
Right? So true... whatever it means. So, devs, yeah. Do that... please?
