TOB Neera Romance not starting (mild spoilers for TOB)

is anyone else having problems with restarting neera's love talks in TOB. i finished all the SOA love talks (according to another thread, got up to lovetalk 31 in SOA) had minsc headbut irenicus into the floor, started TOB i have just killed the second bhaalspawn (the big guy) done neeras quest, rasaad's quest and yet she has kept completely quiet on the matter. eekeeper tells me her romance is active (2 is active isnt it) and have wandered into pubs, wilderness, sewers (i really can show a girl a good time) picked fights with everything from giants to chinchilla's tried advancing the timer and nothing. Am i missing something completely or has it bugged out. any help would be appreciated before i just start roleplaying ditching her somewhere and running off with boo.
