Looking for a modding program or a program which can read game files

I am in need of a program which can read and/or change the date of games files from Baldur's Gate: Enhanced Edition and Baldur's Gate II: Enhanced Edition, because I would like to collect information about items and npc's specificially. I have a program for Baldur's Gate and Baldur's Gate II, but it can not be used to read game file from the games mentioned above.

Can someone tell me about about some programs and where I can find them?

    Did you meant the data instead of date?

    If I understand you correctly NearInfinity is what you need. You can get the latest version here.
