CLUAconsole Problem

I added 'Game Options', 'Cheats', '1', to my baldur.ini file and reloaded the program.
I pressed ctrl/space and also ctrl/j and the CLUAConsole did not open.
Then, I added 'Game Options', 'debug=1' and tried again.
That did not help
What am I missing?
