BGEE - Item Ability Delay timer

I've recently been playing around with near infinity and just recently came across the Cleansing Aura that allows mages to cast spells with no delay between them.
I was wondering if it would be possible to replicate the effect only apply it to the delay for item abilities as well. Also possibly mental agility to allow for instantaneous casts.
The reason I am interested in doing this is because I am trying to create a weapon that allows the wielder to teleport to a set location and would like to be able to chain cast. similar to the flying thunder god technique from Naruto for those who know of it.
Any help or insight on how this may be possible would be awesome
