[Not a Problem] Inability to scroll downwards

So I've happened across a problem where, for some reason, I can't scroll downwards (as in, having the map move when I move my cursor to the edge of the screen). I don't have a problem scrolling in any other direction (even down-left and down-right), but scrolling directly downwards no longer seems to work.

I've read about a couple of other people having a similar problem, who suggested just reloading or quitting and restarting the game, but the problem still persists for me. Any ideas on how I can fix this? I'm hoping it's something simple and I'm just being a bit derpy here, but I haven't changed any settings and the problem appeared seemingly for no reason.

Other info:
-Windows Vista 64-bit OS
-Not running in windowed mode
-Problem started when I visited the Temple District, but now it happens on any map I visit.

EDIT: Ah, so it seems that the problem had something to do with resizing. I must have resized the screen without noticing (I'm on a laptop, it's easy to do it accidentally on this touchpad) and that, for some reason, caused the problem. Now that I've put it back it to its original size, I no longer have the scrolling problem, although it persists whenever I change the scaling.
