Druid's Stronghold should be better/more rewarding

And yes, I mean miniquests as well as the end reward item. I just reached level 14 - after long process of earning 1.5 million EXP. I got one level 7 spell and to get next level I have to double what I already earned. I know that it will be HLA level and I will get more 7's but still - EXP points don't give you more hp/thac0 and saving throws. Others in my party will be at 20-24 level before that. But that is beside the point.
The point is that Druid's Stronghold is the only one that is level-dependant. You have to really squeeze substantial amount of EXP if you want to have it before Underdark if you are running a 6 people party. Furthermore, before Throne of Bhaal it was literally the LAST level a Druid could get in the game. And what did he gain from that? A figurine.
EDIT: nevermind. I just read that you don't have to be level 14 to do the 'Stronghold quests'. Level 14 just entitles you to the Great Druid challenge.
