Are those two related? [Possible Neera's and Rasaad's quests spoilers]

In Red Wizard Enclave (Neera's quest) you meet Fadell Ironeye, leader of mercenaries hired by Thayans.
In Rasaad's quest - in the Abandoned Amphitheater location - you meet the Vagrant Blades adventurers, led by a woman whose last name is also Ironeye (don't remember her first name).
Question in the title: are those two related and is there anything in the game that would indicate this? Just out of curiosity. They seem to have very similar speech pattern too.
