Handing in Horn to Saemon Havarian won't advance Leaving Brynnlaw quest

After Saemon and Desharik have their dialogue in the tavern (following my handing in the Pirate Horn), nothing happens. he dialogue cuts off with Desharik talking about "I am lord of this isle, and yet..." (etc). Afterward, I spoke to Saemon, which did nothing. Save attached.

Sincerely hope the solution isn't just to take the Portal in the asylum.
