Can't find Neera

in Baldur's Gate II: Enhanced Edition
1st play through for the new edition, I saw that Neera was suppose to be in North of the bridge district but I can't find her, please help.

    The lieutenant-guy-talking-to-you event takes precedence since it plays in more or less the same spot. After he's said his bit, just run elsewhere for a bit and upon your return the Neera event should occur.
