    Yea man it does stop going up. I'm not sure what the cap is.

    Without any dexterity bonus (but as an elf) I believe its 134.

    Base stealth caps at 99 for rangers around level 13.

    BG2 Tweaks extends the cap to 200 in both the Remove XP Cap (yes, there's a reason why this XP cap remover is better) and Allow Stealth and Thieving Abilities in Heavy Armor per P&P components. It also raises the bard pickpocket cap from 100 to 200 as well.
