[Not an Issue] No Hexxat in Copper Coronet?

I have played through the entire SOA quest line right up until the fight for Suldanessellar. It was my understanding that the Thief NPC 'Hexxat' would be hanging around in the Copper coronet at some point, but I have yet to find her. This seems like it might be a bug? Or am I doing something wrong.

    I get the information screen and it shows her as 'Installed' I am running the Steam version of the game.

    Oh, and regarding it being too late - I have been constantly checking the copper coronet since chapter 1

    @Unseenteeth: Does it happen on a new game as well? i.e. if you start up a new character and Console your way through Irenicus's dungeon (you can use Ctrl-J to move your party without having to run everything, Ctrl-Y to kill everything you have your cursor over), does Hexxat show up in the Coronet on the new game?

    @Unseenteeth Do you have any mods installed?

    She will definitely not appear after chapter 4.
