Dorn's ToB quest - are not unlocked [spoilers]

I've had the random encounter with the planetar, she ran away, and Dorn suggested we declare war on heaven. Now nothing. I assumed some sort of location should spawn on the overmap, but that's been it and I've almost finished the game.

    A portal should have opened right there where you ran into the planetar, which would take you to the heavens.

    @unkinhead, dammit really? No, nothing. And now I've left the area behind, so there's no way for me to get back there, right? Is there any way to EEkeeper/console my way back, or am I just screwed?

    I had a similar problem with Dorn's quest. As I didn't get the encounter. I think there is bug with Dorn.
