HLA traps restricted for bards but not thieves

I am unsure if this is a bizarre intended feature or a bug. I have a F/T charname and Haer'Dalis in my party. Both have multiple spike traps/time traps.
If there is a spike or time trap in the area (that is, the whole map and not just a small area of it), Haer'Dalis is unable to place a spike or time trap with the message that no more traps are allowed in this area. However, the same restriction does not apply when my F/T does it. So, for example:
Possible: HD places trap, F/T places trap as many times as he wants.
Impossible: F/T or HD places a trap, HD places a trap.
Weird, no? If this is some anti-cheese "feature", then why does it only apply to bards?

Playing a bard is like: You have access to everything but when it really comes to it.. nope not for you my friend! :-)
Actually it would be incredibly easy to test anyway if anyone wants to try. Make a bard with 2 HLA traps. Use them. Well, if you cheat it's easy anyway
