So I've gone to the tomb and done that bit. Hexxat says to meet her at Copper Coronet in a couple hours, I go there, she isn't around. How do I trigger this encounter? Do I wait inside? Or do I keep leaving and reentering? Will she approach me? Or do I need to find her?

Head back to where you met her (the real Hexxat). Make your way back out of the tomb again. I suspect you missed something.
