Cleric stronghold bug

I play as a Priest of Talos and I have encountered a problem during quest for my temple. First quest with Glinden is OK, but when I speak with Inspector Ardis, I can turn in Ti'Vael. But I have not yet been given the quest with Ti'Vael! When I kill Ti'Vael after he returns from his killing spree, I can't collect bounty on his head, because Inspector Ardis disappeared. The quests for cleric stronghold can be still done, but not for full amount of experience.
