What does: Only have mages cast spells as pre casting spells if they are created in front of the pc

what does that mean? in front of the pc

    As in that they teleport in or are otherwise created right close to you (like cowled wizards when you cast spells illegally), as opposed to waiting in a zone until you show up there (like Silke).
