Scar and Duke eltan missing...can't continue

So I haven't been able to trigger Scar and eltan's appearance which is hindering me from progressing to candlekeep. I have cleared and looted the iron throne building and received the journal updates but there both nowhere to be found. I don't use any mods and have searched the areas they appear extensively. I also have no old saves to fall back on. Help appreciated.

    Tried using the console to spawn them? C:CreateCreature("scar") and C:CreateCreature("deltan")

    Fixed, I don't know what might have caused this.

    @Fardragon no matter, I has hurried (like ever).
    @Shin surely! The last year I got the best mark average on my grade :D and everyone was asking for my folders to study :P

    no I didn't kill either of them. I think I skipped scar's dialogue the 1st time in bg because I bypassed him on the bridge hasted/invis. I think.

    Given the discussion, I moved this to BG1:EE Bugs -> Not an Issue subforum.

    Given that @fish0331 did Skip Scar through Invis and moved on, that may have broken the quest. If either of you, or whoever is reading the BG:EE boards wants me to move this into the live bugs section, feel free to let me know.

    I just got this bug.

    I got it by exploring the HQ of the Iron Throne before completing the quest for Scar.

    I spawned deltan and then spoke with him twice. Was confused about not being able to progress.
