Seems like "stores" dont get new healing potions, do they ever restock?
No, they don't. The original Baldur's Gate games didn't even provide any technical means to add new items to a store. All a merchant could do was providing new stores (e.g. in BG2: Ribald's Adventurer Mart offers access to a second store in chapter 6).
BG2:EE supports a new script action that is able to add new items to a store. I'm not sure though if any store makes use of it. BG:EE (as of v1.2) doesn't even provide this feature yet, afaik.
No actual refilling of items afaik, though The Adventurer's Mart in BG2 unlocks an extended inventory in the late game. The BG Tweaks mod has a component that increases the stacks of certain store-sold items, but I believe it's only ammunition.
Still, it's not like there's a shortage of healing potions throughout the game.

That's actually a completely different store, not just new inventory. Stores only have a fixed or infinite supply of things, they never refresh their supplies at all. Once the fixed items run out that's it, though you can continue to buy the infinite items from them. Which are things like basic arrows and bullets etc.
I'm not too far into the expansion, but Kazzrem, the monk merchant in the Sorcerous Sundries in SoD, has a restocking inventory. I'm unsure if this is a bug or if it's a new feature that is exclusive to merchants in SoD. I rested once to test Halbazzar, in the same store, and he didn't restock. I don't recall resting at all for Kazzrem to restock, but I did leave the area and came back.
