[Not an Issue] Cannot talk to Monks in Temple of Oghma docks district - closed, not repeatable

Observed behaviour: the two monks in the temple of Oghma in the docks district do not have blue circles and cannot be interacted with.

Expected behaviour: Sell me copious amount of scrolls and potions like they do on PC version.

    I've talked to them several times in the iPad version, and bought scrolls of Restoration.

    Ok, will check again with my next character. Hmmm... just went back after graveyard quest to take a screenshot and now it's working.

    iPad version is highly odd.
