I cant find Valers mistress in the graveyard district to give her the 15000 gold peices

    Is it night time? It will need to be after night fall (secretive and all).

    I think the contact even tells you to come at night. You can just sleep there, she'll be there when you wake up.

    As the others said, just head to the Graveyard District at night; any time should do as long as it's dark. Also make sure you actually still have 15,000 or more gold, I don't think she appears if you have less.
