Planar Prison Haer' Dalis is gone.

Hi,
so I got though the planar prison quest and was teleported outside but but I still haven't seen haer dalis since I entered. I assume the quest is running as if Haer Dalis was dead. Is there a clua console command to reset the quest/Haer Dalis or something along those lines?
Any advice would be appreciated, thanks
