Magic Merchant Nashkel Carnaval (Light Spoiler)

in Baldur's Gate: Enhanced Edition
The walkthrough/guide of Baldurs Gate on Dudleyville says that there is a Magic Item Merchant in the Lotus Tent on the carnaval, but I have never been able to talk to the sleeping bastard in EE. I can't recall if the guy was there in BG Vanilla either or that he was part of a fixpack/mod. Was wondering whether the guy should be there or if I should slap his head out of the Lotus smoke?

    It says its AR4902 but 4902 only has 4 commoners in it (no merchants). So its probably some unfinished business thing or they mixed up the tents.
