The fully developed Flail of Ages is crap - was it always like this?

So, after defeating Abazigal, I was able to develop my beloved Flail of Ages even further at Cespenar's Forge. And, it turns out, the fully developed flail is crap: it gives you Free Action, which means you cannot be hasted. Improved haste is an essential component of my berserker/cleric main character, so I'll be ditching the flail from now on.
What a disappointment! But, the question is: was it always like this? Or did something change between vanilla and EE?

I think that perhaps they changed the behaviour of the free action in the EE I may be wrong but I think they made it so you cant exploit it as you used to be able to

I personally agree that it can be an unfun choice to make, but in the hands of a character with fighter HLAs it still does amazing things.
So if you want to use it with haste, you:
1. unequip FotA+5 or swap to another quickslot weapon
2. cast (Improved) Haste
3. reequip FotA+5
4. blood. everywhere.
Boots of Speed still doesn't work however.
Since it has so many fans, was there ever any consideration to making its free action work like the Spider's Bane version? I'm clueless about the process involved, but am curious about it nonetheless.
