CLUAconsole not appearing

'Debug Mode=1' is in the proper place in my .ini file, but the console does not appear in game when i ctrl+space. i tried turning off my UAC to see if that was the issue, and that option totally wipes all of my game progress and settings until i turn the UAC back on, then it all reappears. I never had this issue in the past, any help would be greatly appreciated =)
