Weapon Prof - New update question

So the 1.3 update should "fix" the weapon proficiency for NPCs. Sounds great. Could someone clarify what that means?

Which is true;

a) We're going fix all of the statistical data and let NPCs have penalties
b) We're going to give NPCs weapons that they are proficient with
c) A little column "a", a little column "b".

I'm kind of afraid there's going to be scores of hobgoblins who can't hit anything because they all have bastard swords while the're only proficient with long swords. I'm also worried we could end up with every thief wielding a dagger.

A single systematized routine is going to fail with this change. This kind of work needs the time to examine each NPC case by case.
