Memorization slot for level 23 mage

Hi Folks. Maybe that is a stupid question. I have a level 23 mage now and I only got 5 slots for 1 to 4 level spells. Is that what is supposed to be?

    Yes, unfortunately. If you are a specialist/wild mage you get one more per level.

    I think for unkitted mage lv 23 it should look something like this: 5/5/5/5/5/5/5/3/3

    5 is the highest you are going to get for any spell level without an item to boost it. Specialist mages can get 6 slots (not including boosting items).

    Edit: Or HLA as bbear pointed out (not applicable to level 1-4 spell levels)

    If you think this is too restrictive, you can use the PnP tables with the BG2 tweak pack mod.
