Haer'Dalis & his longsword proficiency

How has Haer'Dalis' longsword proficiency been implemented in BG2:EE? If my memory serves correctly he used to start with 0 profs in LS unless collected after level 15, in which case he'd have 2 pips. He'd also magically gain the points in LS once you reached TOB (so you could simply put points elsewhere in SOA, and then start equipping him w/ LS after getting to TOB).

Is this all still the case? My understanding is that his improved skill with swords is justified on account of him being a Doomguard (http://forums.gibberlings3.net/index.php?showtopic=16600). As such, it seems silly that you'd have to wait for level 15/TOB to pick him up. It'd be much nicer if you could just manually give him the extra pip in LS while levelling him yourself.

Finally, a question about when you can collect him: If your charname is a multi-class character do you have to wait until you reach level 15 in either of your classes, or is there a minimum XP requirement that will level him up to 15?

At level 13 he has * in long swords and at level 15 he has **.

Thanks @Quartz and @elminster. Do you have to be level 15 when you start the quest (ie. talk to Raelis), or just when you pick him up? And does anyone know if he'll be given the ++ in longswords upon entry to ToB (assuming he was picked up at a level below 15)?

With ToB ... depends on how you do it. I assume you would be beating Shadows of Amn, and then going directly into Throne of Bhaal. This results in you bringing your party exactly as they were into the starting forest - equipment, level, profs, everything. If you were to beat Shadows of Amn, and then import your CHARNAME into Throne of Bhaal, he would have his proficiencies. However I very much doubt you would want to intentionally do it that way.

A few strange things to report:

1) When I levelled my charname to l15 and recruited HD he was level 13, and didn't have the extra LS pip. I tried having both charname and party face character at level 15+, and then the whole party at level 15+ (by granting extra XP via clua console), but none of these things work.

Is it possible that he only joins you as as level 15 if you've completed a certain amount of the game (are in chapter 4, or even just in ToB)?

2) I imported my savegame with a high level HD into TOB, and (as was the case pre EE) he is magically granted his extra pip. As such, it probably makes sense just to collect HD as normal, use him with shortswords during SoA and then switch him to longswords in ToB.
